Department of Health Care Policy and Finance and the Division of Developmental Disabilities Community Engagement Meetings
HCPF and DDD will be hosting community engagement meetings across the state in order to gather feedback from Long-Term Services and Support (LTSS) Stakeholders and Community Living Advisory Group members about the merger of DDD into HCPF. In-person meetings will be held in late February in Grand Junction, Pueblo, and Fort Collins. A conference call meeting will be held on Thursday, March 6, from 1 to 3 p.m. For more on these meetings including locations, dates, and contact information click here.
Senate Bill 14-050: Financial Assistance in Colorado Hospitals
The Health Care Advocacy Program supports bill SB14-050 – Financial Assistance in Colorado Hospitals. This bill was introduced last year, but needs continued revisions and oversight to ensure that hospitals are complying.
Summary – Current law requires a hospital to make information regarding financial assistance available to patients. The bill specifies the information that must be included.
Current law requires hospitals to limit the amounts charged to uninsured qualified patients to the lowest negotiated rate from a private health plan. The bill changes that limit for patients who fall below 400% of the federal poverty line to the Medicare reimbursement rate plus 20%.
On February 3, 2014 a Fiscal Note was added for SB14-050 stating that “the bill increases state expenditures in the DPHE by an estimated $57,085 and 0.8 FTE in FY 2014-15 and $70,256 and 1.0 FTE in FY 2015-16.”

The Future of Long-Term Care Policy: Continuing the Conversation: Testimony Before Special Committee on Aging, U.S. Senate
Urban Institute
“In testimony before the US Senate Special Committee on Aging, Judy Feder speaks about a path forward for long-term services and supports. She establishes that there is much work to be done. Although policymakers are grappling with the challenges of assuring Americans affordable access to quality health care, they have yet to seriously tackle the equally important issue of long-term services and supports.”
